The U.S. and China have reached a “framework” deal for social media platform TikTok, Treasury Secretary Scott Bessent said Monday.

“It’s between two private parties, but the commercial terms have been agreed upon,” he said from U.S.-China talks in Madrid.

Both President Donald Trump and Chinese President Xi Jinping will speak on Friday to discuss the terms. Trump also said in a Truth Social post Monday that a deal was reached “on a ‘certain’ company that young people in our Country very much wanted to save.”

Bessent indicated the framework could pivot the platform to U.S.-controlled ownership.

TikTok did not immediately respond to a request for comment.

China’s lead trade negotiator, Li Chenggang, confirmed the framework deal was in place and said the U.S. should not continue to suppress Chinese companies, according to Reuters.

The remarks came during the latest round of trade discussions between the U.S. and China. Relations have soured between the two countries in recent months from Trump’s tariffs and other trade restrictions.

At the same time, TikTok parent company ByteDance faces a Sept. 17 deadline to divest the platform’s U.S. business or potentially be shut down in the country.

U.S. Trade Representative Jamieson Greer said Monday that the deadline may need to be pushed back to get the deal signed, but there won’t be ongoing extensions.

Congress passed a law last year prohibiting app store operators like Apple and Google from distributing TikTok in the U.S. due to its “foreign adversary-controlled application” status.

But Trump postponed the shutdown in January, signing an executive order that gave ByteDance 75 more days to make a deal. Further extensions came by way of executive orders in April and in June.

Commerce Secretary Howard Lutnick said in July that TikTok would shutter for Americans if China doesn’t give the U.S. more autonomy over the popular short-form video app.

As for who controls the platform, Trump told Fox News in June that he had a group of “very wealthy people” ready to buy the app and could reveal their identities in two weeks. The reveal never came.

He has previously said he’d be open to Oracle Chairman Larry Ellison or Tesla CEO Elon Musk buying TikTok in the U.S. Artificial intelligence startup Perplexity has submitted a bid for an acquisition, as has businessman Frank McCourt’s Project Liberty internet advocacy group, CNBC reported in January.

Trump told CNBC in an interview last year that he believed the platform was a national security threat, although the White House started a TikTok account in August.

YouTube TV’s renewal date with Fox is coming on Wednesday, and while the two companies have been in ongoing negotiations, they’ve been unable to reach a deal, the YouTube team wrote in a blog post. The company also emailed YouTube TV subscribers about the potential fall out with Fox.

“Fox is asking for payments that are far higher than what partners with comparable content offerings receive,” YouTube wrote in the blog. “Our priority is to reach a deal that reflects the value of their content and is fair for both sides without passing on additional costs to our subscribers.”

If YouTube is unable to reach a new agreement by 5 p.m. Eastern on Wednesday, the Fox channels will become unable on YouTube TV, the Google company said. YouTube pays broadcasters like Fox to carry their channels, and a blackout could have implications on advertisers and millions of viewers who cut their cords to stream Fox’s various channels on YouTube TV.

“While Fox remains committed to reaching a fair agreement with Google’s YouTube TV, we are disappointed that Google continually exploits its outsized influence by proposing terms that are out of step with the marketplace,” the media company said in a statement.

The Fox standoff represents the latest contract dispute between content companies and delivery networks as viewers increasingly ditch cable.

In February, Paramount Global notified YouTube TV subscribers that more than 20 channels including CBS, BET, Comedy Central, MTV and Nickelodeon could go dark on the service if the two didn’t reach a deal. Shortly after, YouTube TV and Paramount announced a multi-year distribution deal.

YouTube TV’s base plan costs $82.99 per month and includes over 100 live channels and unlimited cloud DVR. YouTube said a key part of its commitment to users is its partnership with content providers like Fox, “which allows us to carry a wide variety of channels.”

If Fox does go offline for an extended period of time, YouTube will give its members a $10 credit, the Google company wrote. Users will also be able to watch Fox content by signing up for Fox One, Fox’s streaming service, the blog said.

YouTube recently overtook Netflix, which has a market cap of $515 billion, as the top streaming platform in terms of audience engagement. Google does not provide official subscriber numbers for YouTube TV, but in its February 2024 letter, YouTube CEO Neal Mohan announced that the service had more than 8 million subscribers. MoffettNathanson principal analyst Michael Nathanson has estimated that YouTube TV has approximately 9.4 million paying subscribers.

Welcome to Today in Books, our daily round-up of literary headlines at the intersection of politics, culture, media, and more.

Have We Reached Peak Celebrity Audiobook Narration?

I was browsing the finalists for the Audies and was struck again by the line-up for the most recent audiobook version of 1984: Andrew Garfield, Cynthia Erivo, Andrew Scott, Tom Hardy, Chukwudi Iwuji, Romesh Ranganathan, Natasia Demetriou, Francesca Mills, Alex Lawther, and Katie Leung.

I have never seen/gotten a straight answer, but I pose it once again: just how much damn money does this cost? Ok, so maybe it’s a couple of days work, but seriously, what in the hell? Do these pencil out? Now, this one might be the exception on the upside because it had a social media moment with people doing some questionable shipping of the characters read by Garfield and Scott, but they can’t have known that going into this? The first time I remember raising and eyebrow is when Rosario Dawson narrated Artemis by Andy Weir. Spotify and Audible have been in a voice-race to differentiate their audiobook offerings, so maybe I have my question there. Part of the value for an “only on platform X” celebrity cast is that people know there are celebrity/fancy/exclusive versions and don’t want to switch.

It was a town’s only Black-owned bookstore. It is now a refuge for those displaced by the California fires.

I was just in Pasadena over New Year’s to visit the Huntington Library and was reminded that it was Octavia Butler’s haunt. This story about Nikki High using her bookstore, Octavia’s Bookshelf, as a helping center is worth reading in full, but here is a snippet to encourage you to check it out:

“We packed up all of our books off the shelves and put them in the attic,” High explains. The books were replaced by the items people gave to victims of the fire. The donations poured in from as far away as Portland, filling the store with supplies like toothpaste, diapers, cat food and water. Volunteers from the community, including loyal customers, stepped in to help organize and distribute the items.

Amazon Threat to De-List Bloomsbury UK Titles Seems to Hasten New Deal

In a blast from an Amazon past moment, the biggest bookseller to have ever existed threatened to de-list Bloomsbury UK’s titles, rattling the publisher’s stock price and reminding all of us of what Amazon can do when it wants. A new deal was struck shortly after this announcement, and I cannot help but wonder if Bloomsbury signed a deal less favorable than they would like because the public threat was so potent. The two sides have been in negotiations for months, so a quick deal after a saber-rattle seems something more than coincidental. I haven’t heard of publisher/Amazon animosity in some time. That could either be a sign of publisher adaptation or the not-so-quiet hegemony I think we all know Amazon wields.

Book Trends to Watch in 2025

Over on First Edition, I did a reaction podcast episode to a piece we ran here on Book Riot about book predictions for 2025. First Edition continues to be an experimental space, and I found this to be pretty interesting to try. Check it out if you are so inclined.
