Members of the Advisory Committee on Immunization Practices listen to a presentation about Covid-19 during an ACIP meeting at the Centers for Disease Control and Prevention in Atlanta, Sept. 19, 2025.

Alyssa Pointer | Reuters

Health and Human Services Secretary Robert F. Kennedy Jr.’s hand-picked vaccine panel on Friday weakened Covid shot recommendations in the U.S., advising that all Americans consult a health-care provider before deciding whether to receive the vaccine.

The 12-member panel, called the Advisory Committee on Immunization Practices, or ACIP, recommended that people 6 months and up receive vaccines based on so-called “shared clinical decision-making,” which refers to a decision process between a health-care provider and a patient or their guardian. The group also voted to emphasize that for those under 65, the Covid vaccine is most beneficial for those at high risk of severe illness from the disease.

The guidance breaks from previous years, where the committee recommended that all Americans ages 6 months and up receive an updated Covid shot.

While ACIP did not restrict the use of the Covid vaccine, the panel’s softer recommendation may further confuse Americans about whether to take a shot and make it more difficult for them to access one. ACIP sets recommendations on who should receive certain shots and which vaccines insurers must cover at no cost.

The panel’s chair, Martin Kulldorff, said it was his understanding that the new recommendation means that government-run insurance plans will still cover Covid vaccines. But it’s unclear if all private health plans will maintain coverage of the shots.

The CDC, whose latest director was ousted by the Trump administration earlier this month, still has to adopt the panel’s recommendations.

The vote is no surprise, as Kennedy appointed several vocal critics of mRNA Covid shots to the panel after ousting all previous members in June. During the meeting Friday, some members cast doubt on the safety and efficacy of Covid shots and mRNA technology, and questioned the reliability of data on hospitalization rates due to the virus.

Massachusetts Institute of Technology professor Retsef Levi speaks during an Advisory Committee on Immunization Practices meeting at the Centers for Disease Control and Prevention in Atlanta, Sept. 19, 2025.

Alyssa Pointer | Reuters

It also follows Kennedy’s other recent moves to change U.S. Covid vaccine policy, which have created new hurdles for some people to access vaccines, including prescription requirements in certain states. The CDC dropped Covid shot recommendations for healthy children and pregnant women, and the Food and Drug Administration approved new Covid jabs with limits on who can get them.

The ability to get vaccines may vary by state: In a break from federal guidelines, four Democratic states on Wednesday recommended that broad swaths of the population receive an updated Covid shot, including “all who choose protection.” Still, the new recommendations could weaken vaccination rates against the virus and heighten the threat of the disease spreading.

A study published Thursday in JAMA Network Open showed that sticking to a universal Covid vaccine recommendation in the U.S., the guidance that has been in place in recent years, has the potential to prevent thousands more hospitalizations and deaths than limiting the advisory to high-risk groups.

Numerous studies have demonstrated that shots using mRNA technology, including Covid vaccines from Pfizer and Moderna, are safe and effective, and serious side effects have happened in extremely rare cases. One paper in August estimates that Covid vaccines saved more than 2 million lives, mostly among older adults, worldwide between 2020 and October 2024.

In a statement Friday, Pfizer said the company and its partner BioNTech “remain steadfast in our dedication to vaccine safety, quality and effectiveness through constant safety monitoring and ongoing research.”

One major health insurance group on Wednesday said its member plans will cover all vaccines already recommended by ACIP, including updated Covid and flu shots, despite any changes the new slate of appointees makes this week. Member plans of the group, America’s Health Insurance Plans, collectively provide coverage and services to over 200 million Americans. That includes more than a dozen Blue Cross Blue Shield plans, Centene, CVS’ Aetna, Elevance Health, Humana, Kaiser Permanente, Molina, and Cigna.

Debating Covid vaccines

One ACIP member, Retsef Levi, a professor of operations management at the Massachusetts Institute of Technology, led a work group that reviewed data and proposed recommendations around Covid vaccines. Levi’s presentation on the group’s findings questioned the safety and efficacy of Covid shots and cast doubt on mRNA technology.

“We have a range of things on the mRNA platforms that really suggest that it doesn’t work as intended,” said Levi, who has previously pushed to stop giving mRNA shots.

He said the majority of the work group felt that individual decisions on whether to receive a Covid vaccine are “appropriate” and specifically, that people should now have to obtain prescriptions for the shot. “You get to a level of nuance” where some patients may have recent prior infections or different comorbidities that should be discussed with a physician as part of a prescription, Levi said.

But one work group member, Dr. Henry Bernstein, said during another presentation that “shared clinical decision-making and a need for a prescription creates barriers” to Covid vaccine access.

“Simple, stable recommendations can increase vaccine coverage,” said Bernstein, a professor of pediatrics at Zucker School of Medicine at Hofstra/Northwell. “Covid-19 vaccines are highly safe and effective.” He is not a member of Kennedy’s panel who votes on recommendations.

“Covid-19 vaccination matters for pregnant women, pediatric patients, especially those less than two years of age, people 65 years and older, those of any age with a weakened immune system, medical conditions, and anyone who feels they want protection for themselves or their families,” he said.

The report from the Washington Post said officials plan to include the claim in a presentation next week to a key vaccine panel that advises the Centers for Disease Control and Prevention. That committee plays a critical role in determining vaccine access, as it reviews immunization data and makes recommendations on who is eligible for shots and whether insurers should cover them, among other duties.

But the presentation to that panel is not final, the Post reported.

“FDA and CDC staff routinely analyze VAERS and other safety monitoring data, and those reviews are being shared publicly through the established ACIP process,” a spokesperson for the Department of Health and Human Services said in a statement, referring to the panel, the Advisory Committee on Immunization Practices.

“Until that is shared publicly, any this should be considered pure speculation,” the spokesperson added.

Pfizer’s stock fell more than 3% on Friday, while shares of Moderna dropped more than 7%. Novavax, which creates protein-based Covid shots, slid more than 4%.

The report comes as Health and Human Services Secretary Robert F. Kennedy Jr. moves to change vaccine policy in the U.S. He has dropped Covid shot recommendations for healthy kids and pregnant women and set new limits on the approval of new jabs against the virus.

In a statement, Moderna said the safety of its vaccine is “rigorously monitored” by the company, the FDA and regulators in more than 90 countries. Systems across the U.S., Australia, Canada and Europe have not identified “any new or undisclosed safety concerns in children or in pregnant women,” Moderna added.

Pfizer did not immediately respond to a request for comment.

Numerous studies have demonstrated that shots using mRNA technology, including Covid vaccines from Pfizer and Moderna, are safe and effective, and serious side effects have happened in extremely rare cases.

Researchers have noted an elevated but rare risk of myocarditis, or inflamed heart muscle, in young men in particular. But there is no evidence that the vaccines in use now cause any other major safety risks, including pediatric deaths. Global surveillance data also continue to generally show that the benefits of Covid vaccination outweigh the risks in pediatric populations.

The Washington Post said the claim appears to be based on information submitted to the federal Vaccine Adverse Event Reporting System, which monitors the safety of shots approved or authorized by the Food and Drug Administration. The system contains unverified reports of side effects, including from patients, doctors and pharmacists.

Only scientists and public health officials can determine, after thorough investigation, whether a vaccine caused or contributed to a side effect submitted to the system, according to the CDC website.

Last week, FDA Commissioner Marty Makary told CNN the agency is conducting an “intense investigation” into whether Covid shots have caused deaths in children. He did not share specific data linking pediatric deaths to the vaccine, but pointed to self-reported incidents in the safety system database.

The FDA plans to release a report in the coming weeks, Makary added.

“We do know at the FDA, because we’ve been looking into the [vaccine safety] database of self reports, that there have been children who have died from the Covid vaccine,” Makary told CNN.

During a Senate hearing last week, Kennedy said he supports a statement made by a newly appointed member of a key government vaccine panel that mRNA vaccines pose a dangerous risk to people.

Shares in Pfizer and Moderna fell 3.9% and 7.4%, respectively, Friday after a report that the Trump administration plans to link the deaths of 25 children to COVID vaccines.

Trump health officials plan to include the claim in a presentation next week to a panel of advisors to the CDC that is considering new COVID vaccine recommendations, which can impact access to the shots and whether they’re free, according to the Washington Post.

Those deaths were seemingly gathered from information submitted to the government’s Vaccine Adverse Event Reporting System, according to the report.

The Trump administration plans to link the deaths of 25 children to COVID vaccines, according to a report. REUTERS

VAERS contains unverified reports of side effects from vaccines, which can be submitted from anyone like patients and doctors to pharmacists or even someone who sees a story on social media.

The system is not meant to actually verify whether an immunization caused a death.

The presentation is not yet final, a person familiar with the matter told the Washington Post.

“FDA and CDC staff routinely analyze VAERS and other safety monitoring data, and those reviews are being shared publicly through the established ACIP process,” Andrew Nixon, communications director of the Health and Human Services Department, told The Post.

“Until that is shared publicly, any of this should be considered pure speculation.”

Moderna and Pfizer did not immediately respond to The Post’s requests for comment.

Trump health officials plan to include the claim in a presentation next week, according to the Washington Post. AFP via Getty Images

The vaccine advisory panel’s meeting next week is crucial, as it will help determine whether insurers must pay for the vaccines, as well as whether pharmacies can administer them and doctors are willing to offer them at their practices.

Health and Human Services Secretary Robert F. Kennedy Jr. – who was recently grilled by senators from both parties at a tense hearing on vaccines – ousted every member of the vaccine panel earlier this year and replaced them with his own picks.

Health officials’ planned presentation for next week included attempts to interview some families, though it’s unclear what other information was used in preparation, according to the report.

In May, Kennedy ordered health officials to stop recommending the shots for healthy children, saying only people at high risk of complications from COVID or over age 65 need them.

In May, Kennedy ordered health officials to stop recommending the shots for healthy children. REUTERS

The health agency also cancelled nearly $500 million in research funding on mRNA vaccines.

The CDC later advised parents to consult a doctor before getting their children vaccinated.

Several top officials at the CDC resigned in late August, claiming that Kennedy has ignored established research and politicized vaccine safety.

The American Academy of Pediatrics recommends annual COVID vaccines for children ages 6 to 23 months, and for older children, adding that the shots are safe and effective in protecting against serious outcomes.

The owners of a luxury Chicago steakhouse who are opening an outpost at a Midtown tower that’s partially owned by Donald Trump allegedly used federal funds meant to pay employees’ salaries during COVID for personal expenses – including $2 million on Learjet, according to a bombshell lawsuit.

Maple Hospitality Group, the owners behind Maple & Ash, was accused of “fraudulently” tapping $7.6 million in Small Business Paycheck Protection Program funds, according to the civil suit brought by investors in Chicago’s Cook County Circuit Court.

“The MA restaurants never received a dollar of these funds,” according to the suit, which was obtained by The Post.

Maple & Ash, which opened its flagship steakhouse in Chicago in 2015, is the nation’s fourth-highest-grossing restaurant with more than $35 million in revenue a year. Google Maps

According to the complex case, the alleged misappropriation was part of a wider pattern of fiscal wrongdoing by Maple & Ash co-owner Jerald Lasky, his brother James Lasky and by companies controlled by them.

Although the lawsuit refers only to “private jet expenses,” the Chicago Sun-Times and radio station WBEZ traced the payment for the pricey Learjet in 2021 to “a company whose president is James Lasky.”

The owners have denied the charges in the complaint, which was first filed three years ago but received little media attention outside the Windy City.

As reported in The Post in February, Maple Hospitality Group signed a lease for 12,000 square feet at 1290 Sixth Ave., which is majority-owned by Vornado Realty Trust but where the Trump Organization has a 30% passive stake. Trump’s position reels in more than $60 million in annual rent revenue.

Maple & Ash, which opened its flagship steakhouse in Chicago in 2015, is the nation’s fourth-highest-grossing restaurant with more than $35 million revenue a year.

But there seems to be as much sizzle in the Chicago court as on its fancy plates.

Investors who helped raise $3 million each to open Maple & Ash in Chicago and in Scottsdale, Ariz., also claim the company wrongfully used profits to fund the owners’ other restaurant brands in other cities, according to the complaint.

The Laskys allegedly retaliated against the investors for filing the suit by dissolving their interests in the company, according to an amended filing.

A Maple & Ash restaurant will be opening at 1290 Sixth Ave. later this year. J. Scott Wynn

James Lasky has been sanctioned by the judge in the case for failing to comply with court orders to turn over bank records and other information. He was ordered to cover plaintiffs’ $191,000 legal fees resulting from withholding information, court records show.

The lawyer for the investors, Michael Forde of Forde & O’Meara, said he hoped the case would finally go to trial early next year.

James Lasky’s lawyer, James Stamos of Stamos & Trucco, didn’t immediately respond to an email and phone call.

Maple & Ash’s newly opened restaurant in Miami. Google Maps

The hospitality group launched another steakhouse in Miami in March. Haut Living magazine said the restaurant “brings [the brand’s] signature blend of refined dining, uninhibited energy, and indulgent luxury to the Magic City.”

The Big Apple opening is slated for later this year.
